Retrieving Customers Based on Tags

I am trying to retrieve ALL customers that have either of two tags using:

companies/0/customers/?pageSize=250&page=1&columns=ID,_href,Tags&Tags.Name=in(First Tag Name,Second Tag Name)

When I first call this with "page=1" it returns 228 results, and the headers contain "Result-Total" of 579.
I thought that the maximum number of results should be 250 when I specify "pageSize=250", as long as there are more than 250 results?

As well, when I update URL to "page=2" I get another 228 results, and with "page=3" I get a final 69 results.

This adds up to a total of 525 results, but the header keeps coming back with 579 total results.

1) why would I only get 228 results on the first two pages instead of 250
2) why is the "Result-Total" showing 579, but I can only retrieve 525?
