Old CustomerInsert API fails with CustomerDetails/Identifiers missing

When attempting to create a new company customer using customer insert, the API fails throwing the following error:
The procedure failed to execute because Argument \"CustomerDetails\" did not specify required attribute 'Identifiers'
This process worked before updating to the following simPRO version for the old API:
23.4.5.0.4.0
Interestingly, customer update works fine, it's only customer insert that is failing.
